Problems of State Policy Formation of Innovative Development of Kazakhstan and Russia: A Comparative Analysis

Abstract

This paper explores the main problems of state innovation policy formation of Kazakhstan
and Russia. The analysis and assessment of the current state of innovation development are given. The
main reasons for the low level of innovation activity of enterprises in the Republic of Kazakhstan and the
Russian Federation are identified. The authors found a low level of interest of the business environment to
conduct research, the imbalance of public policy; change in economic conjuncture. The recommendations
of the formation of public policy for solving problems in the field of innovation development are proposed.
