Publication Ethics

Editorial policy of the journal «Bulletin of the L.N. Gumilyov Eurasian National University» is guided by the traditional ethical principles of scientific periodicals set forth in the Guidelines on the Principles of Ethics of Scientific Publications for Journal Editors of the Committee on Publication Ethics (Committeeon Publication Ethics: COPE, Promoting integrity in scholarly research and its publication | COPE: Committee on Publication Ethics).

The Editorial Board is guided by international standards of scientific publication (WAME, COP, Declaration of Helsinki) and adheres to the principles of scientific ethics, copyright, peer review process, data integrity, as well as non-discrimination on the basis of language, gender, race or ethnicity of authors, the use of artificial intelligence in published articles.

The use of artificial intelligence (AI) technologies in the preparation of scientific articles is permitted exclusively as an auxiliary tool — for data processing, statistical analysis, language editing, and visualization.

Authors bear full responsibility for the scientific content, interpretation of results, and final conclusions of the article. The use of AI must be transparently disclosed in the appropriate section of the article (e.g., “Methodology,” “Acknowledgments,” or in a footnote), with a clear description of how and at what stage the AI technology was used (e.g., “ChatGPT/OpenAI/Gemini was used for statistical processing”).

The generation of scientific findings, hypotheses, or the full text of the manuscript without meaningful intellectual contribution from the author is strictly prohibited. Articles that do not comply with these requirements will not be accepted for review.

Only original manuscripts submitted directly by the authors are accepted for consideration.

The editorial board strictly prohibits:

- engaging intermediaries who offer services for writing, selling, or promoting scientific articles;

- submitting materials prepared in violation of the principles of academic integrity;

- using paid article-promotion schemes outside the journal’s official procedures.

The editorial board reserves the right to reject publications if any signs of violations of these principles are detected.

Editorial Board

The Editorial Board includes leading scientists with a high level of citations, including representatives of foreign universities. The Council is responsible for: assessing the scientific level of publications; control of compliance with the editorial policy; formation of the strategy for the development of the publication.

Indexing and citation

The journal strives for indexing in leading international databases (Scopus, Web of Science). For this purpose, the following is ensured: regular publication of issues; assigning DOI to each item; archiving articles in international repositories.

Availability and licensing

The publication adheres to the Open Access policy, has certificates of registration with the authorized body in the field of mass media in accordance with the Rules for the provision of the public service "Registration or re-registration of periodicals, news agencies and online publications" (hereinafter referred to as the Rules), approved by the order of the Minister of Information and Social Development of the Republic of Kazakhstan dated April 2, 2020 No 101 (registered in the Register of State Registration of Regulatory Legal Acts under No 20296), subscription index and International Standard Serial Number ISSN (International Standard Serial Number). This provides:

  • Free distribution of scientific content.
  • The ability to quote and use materials in compliance with copyright.

Contributor Policy

Authors should provide original, previously unpublished research or under consideration in another journal.

All co-authors must make a meaningful contribution to the work.

Sources of research funding are required.

In case of errors, the authors are obliged to notify the editorial board and, if necessary, retract the article.

In the absence of feedback from the author within two months from the date of the last correspondence, the article is rejected.

Reviser Policy

Reviewers evaluate the materials objectively and reasonably.

Confidentiality of review materials is mandatory.

In case of a conflict of interest, the reviewer is obliged to refuse to evaluate the article.

Editorial Board Policy

Members of the Editorial Board are obliged to pay special attention to the quality of articles, participate in meetings of the Editorial Board of the journal, make a reasoned decision on agreement (or disagreement) with the decisions of reviewers on the article, make decisions on determining the content of issues of the journal.

To work to expand the geographical diversity of authors, to invite specialists working in different organizations and countries to publish.

Evaluate the intellectual content of manuscripts regardless of gender, nationality, religion and other personal qualities of the author/team of authors.

Not to consider manuscripts in case of interests due to competitive, joint and other interactions and relationships with the authors and organizations associated with the manuscript.

Editor-in-Chief (the duties of the Editor-in-Chief are performed by the Deputy Editor-in-Chief in the event of certain circumstances (business trip, unforeseen circumstances, etc.):

  • determines reviewers (scientists or specialists in the relevant field) for each submitted article that has passed the initial selection for compliance with technical requirements,
  • Based on the reviews of reviewers and discussion of the material at the meeting of the editorial board of the journal to determine the content of the current issue, makes the final decision on the publication of the received material.

Editorial staff

The editorial board of the journal does not work with agencies to provide services to authors for the publication of the results of their scientific research.

The Editorial Board undertakes to make decisions as soon as possible when identifying unethical behavior of authors, editors and reviewers. Unethical behavior of authors includes actions related to independent review of their own articles, contractual and pseudo-review, falsification of the list of authors, publication of pseudoscientific texts, their falsification and fabrication, manipulation with citation, illegal borrowing (plagiarism), violation of copyright and the principle of confidentiality of editorial processes, parallel provision of material to other publications.

If unethical behavior of the author(s) is revealed in the process of reviewing the manuscript or its pre-press preparation, the editorial board has the right to withdraw the manuscript from further consideration and terminate cooperation with the author. In case of unethical behavior of the author after the publication of his article (detection of facts of parallel publication, copyright infringement, plagiarism, etc.), the editorial board has the right to decide to retract (withdraw, withdraw) the article both from the journal's website and from the archive and scientific indexing databases, notifying other journals (in which the article was published in parallel) of the unethical behavior of the author(s).  The Editorial Board undertakes not to make unreasonable decisions on the cancellation of publication (retraction), unless serious problems are found in connection with their publication (unethical behavior of the author).

Unethical behavior of reviewers and editors of the journal includes transferring the texts of articles to other journals without the consent of the authors, transferring the authors' materials to third parties, violating copyright, the principle of confidentiality of editorial processes, as well as supporting materials in connection with the presence of interests due to competitive, joint and other interactions and relations with the authors and organizations associated with the manuscript.

In case of claims regarding the considered manuscripts or published materials, the Editorial Board undertakes to take adequate response measures: first of all, the author of the article is requested for clarification. An investigation is carried out only if an unsatisfactory answer is received from the author

Possible situations of violation of the norms of ethical conduct of authors, editors and reviewers, not specified above, will be resolved on the basis of the guidelines on the principles of ethics of scientific publications of the Committee on Publication Ethics (Committeeon Publication Ethics: COPE,Promoting integrity in scholarly research and its publication | COPE: Committee on Publication Ethics).

The editorial board provides an opportunity for the editor-in-chief, members of the editorial board, reviewers to publish in the journal, but they cannot use their position. All articles, including the articles of the executive editors of special issues, are also reviewed and considered at a meeting of the editorial board of the journal.

In case of gross errors (typos in formulas, in indicators for technical reasons) in published articles, information about corrections can be placed in subsequent issues.

Plagiarism and borrowing

Plagiarism is unacceptable, the authors of the article, for whom the fact of plagiarism was 50%, or the fact of manipulation of the text is established, are not allowed to submit articles to the journal for 1 year, including as a co-author.

 The level of originality is at least 75%.
