Financing of science in Kazakhstan: problems and prospects

The purpose of this study is to develop recommendations for improving the structure of science financing in the Republic of Kazakhstan, taking into account the existing problems in the allocation of funds between fundamental, applied research and development. Special attention is paid to the need to gradually bring the distribution of financing to the levels of economically developed countries.
The methodological basis of the research includes an analysis of scientific literature and statistical data, which made it possible to assess the current state of science funding and the growth rate of internal research and development costs. The study also included calculations related to the sources of research funding by sector.
The main results of the study showed that government co-financing of scientific research stimulates the growth of private investment; companies receiving government funding are more active in conducting scientific research and development; government subsidies reduce the risks of failure of scientific projects for small and medium-sized businesses by sharing them with the state.
Despite the existing problems, Kazakhstan is striving to increase funding for science to overcome technological backwardness, as evidenced by the data of the Ministry of Science and Higher Education and the results of the analysis reviewed in the work.
