Abstract

The purpose of the article is to analyze the main directions and features of the modernization of the higher education system of the Republic of Kazakhstan in the context of digitalization, as well as to identify modern mechanisms for improving the effectiveness of higher education in the process of digital transformation.

In the course of the study, methods of dialectical, abstract-logical, systemic, comparative and content analysis were used. In addition, approaches to the analysis of regulatory legal acts, national projects and strategic documents, generalization and structural comparison of statistical data were used.

As a result of the study, an analysis of the current state of digitalization processes in the higher education system of the Republic of Kazakhstan was carried out. Expanding the academic and financial autonomy of universities, improving the quality assurance system of education, developing human resources, commercialization of scientific research and strengthening the digital infrastructure were identified as the main directions of modernization of Higher Education. The impact of digital technologies on the quality of education, management efficiency and competitiveness of universities was also evaluated.

The authors emphasize that the modernization of the higher education system in the context of digitalization is an important factor in the socio-economic development of the country. Based on the results of the study, proposals are formulated aimed at improving effective management mechanisms in the field of higher education, institutional support for digital transformation and improving the quality of human capital. The results obtained can be used in improving educational policy, developing strategic development plans for universities and improving the quality of human capital.

The research was guided by the regulatory legal acts of the Republic of Kazakhstan in the field of science and higher education, national projects, concepts and statistical data. The methods of system, comparative and content analysis were used as a methodological basis. As a result of the study, the expansion of academic and financial autonomy of universities, improvement of the quality assurance system of education, development of human resources, commercialization of scientific research and strengthening of digital infrastructure were identified as the main directions of modernization of the higher education system.

The theoretical and practical significance of the research is to determine the mechanisms of effective management of the higher education sector in Kazakhstan in the context of digital transformation. The results obtained can be used in improving educational policy, developing strategic plans for the development of universities and improving the quality of human capital.
