Efficiency of the use of financial resources in the agro-industrial complex of the Republic of Kazakhstan

Abstract

The article discusses the development of the agricultural industry and a path of implementation of
the «State Development Program of the Agro-Industrial Complex of the Republic of Kazakhstan for 2017-2021».
In addition, there was examined the current state of development of the AIC and main sectors of agriculture. Kazakhstan has many programs, but the quality of their implementation and the achievement of planned
indicators are constantly facing problems due to the lack of proper monitoring and assessment of the performance.
Moreover, there are no clear indicators, and blurring responsibility due to many supervise performers.
Furthermore, the article identified the following financial instruments used in the AIC of Kazakhstan do not
make equal access to organizations of the various shape of ownership, lobbying the interests of prominent
players employed in crop production, which does not allow improving food security and implement import
substitution.
The analysis of the funding of the AIC gives an independent, objective assessment to develop recommendations
for improving the effectiveness of the pursued state policy.
