Stabilization of the budget system of Kazakhstan and policy of fiscal decentralization аs a factor of economic growth

Abstract

The article is devoted to the study of the state of the budgetary system of Kazakhstan in conditions of
a new global reality, new challenges and opportunities. Based on the analysis of the dynamics of the state budget in
crisis conditions, the growth of inflation rates, the budget deficit and the national debt, the problems of deteriorating
the macroeconomic situation in the country in 2016-2017 are revealed and measures for stabilizing the budgetary
system are proposed. The problems of fiscal decentralization and ways of their further development are indicated. It
is recommended to take into account the world trends of this process, in particular, the experience of Great Britain.
