Foresight of competencies of innovation managers as the basis for the development of the regions of Kazakhstan

The article analyzes the potential of foresight methodology and future research in the development
of competencies of innovation managers as the basis for regional development in Kazakhstan. The analysis
made it possible to develop a program for foresight research of the competencies of innovation managers. The
foresight program includes four stages using seminars, focus groups, expert panels to verify and validate the
results of the study, in particular according to the model of competencies of managers innovation activities and
trends of innovative development and changes in the region economy of Kazakhstan. First, an attempt was
made to assess the level of training and importance in practice for managers of 61 competencies through a largescale
national survey of specialists in innovation activities of enterprises in the regions of Kazakhstan. Modern
methods of training and development of competencies of innovation managers were considered. For this, the
study was supplemented with in-depth interviews.
