Abstract

The article focuses on the fact that rural areas today are an important element of the country’s life,
have the potential for a significant increase in the standard of living of the population. In recent years, the state
has paid significant attention to solving the problems of rural areas. Scientific research has been carried out.
However, the lack of a unified, well-established approach to the concept of «rural areas» has always hindered
the effective implementation of state policy towards sustainable development. The article considers several
interpretations of the concept of «rural areas» presented in the legislative acts of the Republic of Kazakhstan, the
Russian Federation, as well as in the works of leading economists in this area. A reasoned theoretical assessment
of the concept of each of the concepts of the term «rural area» presented in the special literature and legislative
acts is given, and the author’s version is proposed in the form of their synthesis.
