The authors of the article investigated the changes in the school education market under the
influence of economic, migration and demographic factors since the acquisition of independent Kazakhstan.
An analytical review of statistical data in dynamics for 1991-2018 was conducted, indicating positive changes
in the school education market. Based on the results obtained, the author determined that the load on the
school system is expected to continue to grow and the need to increase the school network, which requires its
restructuring. The value of the research lies in the fact that the author analyzes the dynamics of growth of the
school education market in the context of 28 years. The results of the research on the growth of educational
service providers and consumers confirm the priority direction of state policy in the development of human
capital in Kazakhstan
