Abstract

Uniform development of territorial-industrial complexes is the main goal of the state's regional policy. Here, the key point is the development of centers and the improvement of the use of regional features.

The article explores the interaction of universities, business, and the state in the Pavlodar region of the Republic of Kazakhstan. The issue of intensifying this process is due to the super-task to increase the competitiveness of the territory at the macroeconomic and international levels, where the university, in a single link "state-university-production", can become a certain point of growth of the regional economy. Using the webometric method, an analysis of the potential of three blocks was carried out: universities, enterprises, and the region. Large universities in the educational field demonstrate greater cooperation, small universities that focus on the local market are more active.
