Abstract

The purpose of this article is to identify adapted global approaches to the development of
innovative potential and the possibility of their application in the domestic innovation environment. When
writing the article, we used such research methods as analytical, systematic approach, generalization, modeling,
comparative analysis. It is relevant to study the features of the development of the innovative potential of
foreign countries in modern conditions. In this regard, the state of innovative development of countries -
foreign leaders (USA, Germany, Japan), conditions, tools and methods of state stimulation of innovation are
investigated. Among them: tax incentives, venture financing, government support, the creation of technopolises
and technoparks, the development and financing of R&D. The main models of scientific and technological
development of countries have been identified and characterized, which made it possible to identify the most
priority ones for the Kazakhstani innovation market and substantiate conclusions on the use of advanced world
experience in the development of the country’s innovative potential in the practice of Kazakhstan.
