The innovative economy evolves in tandem with the growth of intellectual potential, signifying a symbiotic relationship with scientific advancements. Intellectual human capital emerges as the pivotal force propelling this economic paradigm. This study addresses challenges in cultivating intellectual potential for fostering an innovative economy.
The purpose of the study is to identify the main problems in the development of intellectual potential in the formation of an innovative economy.
Utilizing a system-structural-functional approach, a SWOT analysis delves into Kazakhstan's intellectual potential development. Strengths and weaknesses revealed not only positive aspects but also critical deficiencies hindering intellectual potential and impeding innovative economic formation. These include inadequate educational and research infrastructure, educational quality disparities between urban and rural schools, migration of technically skilled individuals seeking better opportunities abroad, a dearth of innovation traditions, and a declining number of scientists.
The findings underscore the need for systemic improvements. Identified issues emphasize underdeveloped education infrastructure, educational inequalities, talent migration, innovation gaps, and a diminishing scientific workforce. The study proposes strategic priorities to activate an innovative economy, focusing on strengthening human capital and intellectual potential. These insights aim to guide targeted development efforts and foster an environment conducive to innovation.
