The economic content of the concept of «digital economy» and the digital development of the agricultural sector

Abstract

The digital economy is the economy of the digital industry, government structures, and digital
infrastructure which ensure long-term sustainable development by increasing the level of human capital
development, institutions for innovative development, and the digital ecosystem. The article explores the
trends and directions of the economy’s development of digitalization and in particular, the agricultural sector
of Kazakhstan. It provides a detailed interpretation in tabular form of such a relatively new economic definition
as «digital economy». Having systematized the majority of the authors’ opinions on the interpretation of the
economic category «digital economy», the researcher comes to understanding of this definition as a method
of doing business; the way of commerce (electronic); a new infrastructure facility based on the use of new
technologies; type of economy based on information and knowledge.
As a result of the study, the author comes to specific conclusion indicating the presence of certain
methodological, organizational, institutional, financial, personnel problems in the development of digitalization
of the country’s agriculture, in particular, the unwillingness of agriculture to standards and tools of the digital
economy, the lack of effective mechanisms and instruments of reforms in agriculture (the unwillingness of power
structures), lack of personnel with appropriate training, lack of the necessary amount of financial resources
for carrying out large-scale transformations in the industry and effective mechanisms for their attraction and
accumulation, inert attitude of agricultural companies in general and so on.
