The role of all economic entities, from small individual businesses to large national companies, in food production is a priority for ensuring the country's food security. Their activities in creating production goods, providing raw materials for industrial sectors and not only in the field of food, have always been the object of study by scientists and researchers within the framework of new economic development. The topic of food security today is global, since the main positions of the implementation of this macroeconomic issue in any country affect the implementation of the SDGs (Sustainable Development Goals), developed by the UN General Assembly in 2015. In this research work, there was an attempt to study the problems of SMEs represented by peasant and farm enterprises, individual, small and medium-sized enterprises to understand what share these economic entities contribute to the overall food security basket of the Republic of Kazakhstan. The purpose of the scientific research is to develop a model for the creation of Regional National Conglomerates (RNC) through flexible motivational instruments of public administration and differentiation of taxes for SMEs and enterprises. The problem is the regional disunity of SMEs and enterprises, ineffective use of available resources and the lack of interregional consolidation in the implementation and ensuring food security of the Republic of Kazakhstan.Downloads
