Interaction of science, production and education in kazakhstani state universities

The problem of creating a favorable innovation climate is relevant in the CIS countries. In Kazakhstan,
the Soviet innovation system in the form of connection between Academic Institutes, Scientific and Production
Associations, and Industrial enterprises no longer exists, hence, leading to the question of the development of the
university system and enhancing its research and production opportunities. In the present work the experience of
leading state universities of Kazakhstan is analyzed. All university departments and companies are divided into three
categories of units: education, science and production. The experience of innovation development in these universities
shows the following: the divisions responsible for development of innovative activity often merge all these elements
in itself acting as the higher organization. Therefore, it is natural that it is difficult for such a subdivision of the
university to build trusting relations with researchers. Consequently, the university is approaching the market model,
although there are also signs of a command-and-control model. It is too early to talk about the model of the triple
helix.
