Conceptual Framework for Supporting Women’s Entrepreneurship in the Republic of Belarus

Abstract

The article presents a new look at the theoretical understanding of the support of women’s
entrepreneurship in the Republic of Belarus. The weaknesses of the domestic practice of supporting women’s
entrepreneurship are identified. The article describes indicators and indicators that allow assessing the
conditions for the development of women’s entrepreneurship in three components, and also outlines the factors
and conditions that contribute to reducing the gender gap between entrepreneurs in the economy. The article
identifies priority areas for the development of women’s entrepreneurship, which is an important component of
the country’s sustainable development.
The author’s formulation «achieving the goals of sustainable development through the activation of women’s
entrepreneurship» is proposed as a strategic guideline for supporting women’s entrepreneurship. The proposed
formulations are harmonized with key documents in the field of support for small and medium-sized businesses
in the country and reflect the main strategic guidelines: creating stable, comfortable and predictable business
conditions; increasing the contribution of small and medium-sized businesses to the economic indicators of the
national economy.
Based on the adaptation of foreign experience, a structural and logical scheme for supporting women’s
entrepreneurship in the Republic of Belarus is proposed. A systematic approach is proposed that is necessary for
the implementation of support for women’s entrepreneurship. The application of a systematic approach involves
the interrelated functioning of the relevant elements of the system, whose activities are coordinated to achieve a common goal. The application of the process approach is dictated by the cyclical nature of activities to support
women’s entrepreneurship. This approach can be presented in the form of stages: planning, organization,
regulation, control.
The article also presents an institutional model of support for women’s entrepreneurship.
