This article focuses on the need to transform the public administration system in the
regions of Kazakhstan in the «new» conditions. The purpose of this article is the scientific justification
for the need to transform the public administration system through retraining and advanced training of
civil servants in the regions of Kazakhstan in the context of globalization. The author conducted an expert
analysis of the problems of development of the public administration system in the regions and highlighted
the role of the Academy of Public Administration under the President of the Republic of Kazakhstan and
its branch network in the transformation of human resources of the state apparatus. Without the creation
of an efficient, compact and competitive public service, it is impossible to achieve a prosperous state. The
author has studied the international experience of the effectiveness of public administration by improving
the qualifications of a highly professional corps of public servants corresponding to the directions of the
country’s strategic development. The results of this study show positive changes in the public administration
system during the retraining and advanced training of civil servants in the Aktobe region. While writing a
scientific article, were used methods of analysis and comparison of scientific research. The main conclusions
and recommendations made in this article are based on the annual messages of the President, on documents
on the development of the state and local government of the Republic of Kazakhstan.
