Economic content of the state budget policy

Abstract

The article studies the conceptual apparatus of «budget policy» from the point of
view of economists; presents the basic concepts of budget policy; logically justified the concept of
budget formation; provides a comparative analysis with foreign budget systems. The author gives
definitions of decentralization of system of local government and the independent budget of local
government; the analysis of the income of local budgets concerning GDP, there is given a share of
receipts in the income of local budgets, and also expenses of local budgets is given. According to
the results of the study are drawn the relevant conclusions.
