Problems of Functioning and Prospects of Development of the Competitive Mechanism of Public Procurement in Kazakhstan

Abstract

The article highlights the problems of formation of the competitive mechanism of public procurement.
Currently, the majority of public procurement is carried out on the web portal of public procurement by means of
request for quotations. Despite the simple order of the price offer, there is a misunderstanding between suppliers and
customers during public procurement. It is important to consider the questions as a whole, both from the point of view
of the customer and from the vendor’s point of view. It was noted that the main violation of the customer during the
public procurement by the way of request for quotations. The necessity of harmonization of Kazakhstan’s rules of
public procurement with international standards and pay attention to the methodology of competitive bidding, recognized
by The international Federation of consulting engineers.
It also provides ways of development, raising problematic issues arising in the formation of a competitive mechanism
of public procurement. The basic principles of successful holding of the contest are clear of the requirements
and the specific objectives of the organisers of the competition. Actual question and obligations of customers to the
supplier: at present, the need to change the legal framework and the fact that its obligations are not regulated by any laws is increased. In this regard, it is necessary to harmonize the Kazakh rules of public procurement with international
standards.
