This article provides for the German experience in the organization of public procurement.
In modern conditions for the sustainable development of the economy of Kazakhstan, an urgent issue is the
development of harmonization of strategic, indicative and budget planning of socio-economic processes.
The purpose of public procurement is to meet the needs of Central and local governments and institutions,
public sector enterprises in goods, works and services and the performance of the services provided to
them. These issues require effective methods and mechanisms of public procurement.
The experience of Germany is interesting in the organization of Kazakhstan’s procurement system.
The sections of the social center of Germany, oriented towards a competitive environment in the form
of a market economy, represent the free economic activity of all market participants, mainly the private
sector. The state determines the priorities and legal framework of economic policy, and the subjects of the
economy act at their discretion. The organization of the Kazakh procurement system provides opportunities
for using in Kazakhstan, comparing the advantages and disadvantages with the German practice.
