Abstract

The rapid development of the field of information and communication technologies makes it possible for freelancers to provide IT services in international markets at a relatively high cost. This development creates favorable conditions for the export of IT services and products. The purpose of the article is to identify the relationship between the growth in the export of IT services and the number of freelancers, since more than 70% of all freelancers in the world are involved in IT. The conducted research is based on the application of many different tools and methods: descriptive, system-analytical and statistical methods. The article studies and analyzes the main indicators that affect the growth of IT services. During the study, it has been revealed that a constraint on the dynamic development of exports of IT services in Kazakhstan is the problem of a shortage of IT specialists, which remains relevant, despite the measures taken the state; the absence of large-scale Russian-speaking freelance exchanges, as well as a small number of coworking centers in the country.

Based on the results of the study, the authors propose a set of measures to promote the active development of the export of IT services through freelancing.
