In this article, based on the analysis of the definitions of the concept of «innovative
potential», the author’s definition is given. The structure of innovative potential is presented. The index
of measurement of innovative potential of the country is presented. The authors developed and presented
a resource-process approach to the design of innovative potential. A matrix that combines the resourcebased
approach and a process approach was developed. As resources allocated: material, human, financial,
information. The process approach involves the formation of the innovation process in stages, which will
allow to obtain an economic effect with further synergy of effects, and getting the result both separately
in stages and in general, in the process. The combination of these two approaches will provide the basis
for designing innovation capacity. The role of evaluation and design of innovative potential is shown.
The authors present the design of innovative potential of high-tech industries. The external conditions
and resources related to the design of innovative potential are shown. The main directions of innovative
potential design are developed and presented: research, technological, organizational and production,
marketing, reproduction. The main design criteria are presented: effectiveness, efficiency, search for new
opportunities and prospects, constant internal capacity building; search for strategic development based on
the opportunities and ways of interaction with the external environment
