Abstract

The human capital development including public administration field is the strategic point for
any country. The purpose of this study is to investigate distinctive features of regional civil servants training
and ways how to improve the training effectiveness. Both quantitative and qualitative methods (questionnaires
and interviews) were applied in this research. Firstly, the current situation analysis was carried out, secondly,
strengths and weaknesses of the current training process were identified, thirdly, certain recommendations
were developed in cooperation with the stakeholders and introduced aiming to improve the organization of the
training process. In addition, the paper presents survey and interviews` results, that lead to the enhancement
and transformation of training programmes and the organization of the training process itself.
