About the occupational structure of employment and analysis of the demand for qualifications

The article assesses the state of the labor market and the ways of its development in the context of professional labor demand and qualifications, including the dynamics of wages.
The purpose is to study and evaluate the structure of employment, to analyze the demand for qualifications in the conditions of an industrial and innovative model of economic development.
Data on the professional structure of employment according to the State Classifier of the Republic of Kazakhstan"Classifier of occupations GC RK 01-2005" (hereinafter – SCO-2005) for the period 2010-2017 and NC RK 01-2017 "Classifier of occupations" (hereinafter – NCO-2017) for the period 2018-2021 were used to analyze the labor demand in terms of qualifications.
The skill level and complexity of the workplace were assessed by four skill levels (high, above average, medium, low). The determination of the level of skills in the SCO -2005 and NCO -2017 groups corresponds to the approach defined by the International Labor Organization in the International Standard Classification of Occupations 2008 (International Standard Classification of Occupations 2008). The description of the skill levels of professionalism is presented.
Scientific novelty: a methodology for the study of labor demand in the context of qualifications has been developed, the employment structure based on the level of knowledge has been identified, an industry analysis of the need for professional personnel has been performed.
The methodology is based on the dynamic nature of the consideration of the facts presented, the logic of the study and the tasks set.
Brief conclusions: the reasons for the unfillability of vacant jobs are noted, proposals for effective interaction between employers and employment services and the population in need of work are prepared.
